We continued considering Senate bills. Before voting on the bills below, we had voice votes to Concur with the Senate on the following House bills, where I voted Yea on all Concur motions, all of which passed: HB 213, HB 87, HB 179, HB 134, HB 214, HB 469, HB 265, HB 92, HB 110, HB 127, HB 64.

This proposed constitutional amendment would have raised the retirement age for county sheriffs from 70 to 75. Although most sheriff duties do not require physical activity, some do, and it’s best that a sheriff be up to the unusual parts of the job. Although the amendment received a majority vote, it fell short of the 3/5 required.

SB 58-FN

This is a “death resulting” bill, and I was torn on how to vote. It allows prosecution of someone from out of state who supplies drugs to someone else in that state, but the person who receives the drugs returns to New Hampshire and dies as a result. We were told by Democrats on the Criminal Justice and Public Safety Committee that the bill was uncertain constitutionally, and they offered an amendment that was voted down.

SB 62

This bill gives counties and municipalities no control in how law enforcement resources support federal immigration activities. A floor amendment that passed adds anti-sanctuary city language.

SB 262-FN

The current penalty for trafficking minors (under 18) is 7 to 30 years. This bill makes it 18 years to life. Our caucus recommended that we vote against the bill. I happen to think that trafficking minors is really, really bad. It turned out that so does a majority of House Democrats (including some in leadership), who voted 94-67 to pass this bill.

SB 295-FN

Removes the income cap on Education Freedom Accounts. That’s all I need to say.

SB 141-FN

This bill extends the time to petition for a new trial when evidence of innocence arises more than three years after conviction.

SB 105

This bill allows towns to create a budget cap based on a new formula, new terms, and an inflation index. Overriding the budget cap requires a 3/5 majority. If a town needs to raise more money, this cap could really hamper it.

SB 23-FN

There was an attempt to get another shot at passing this bill, which failed on May 1. It failed once again.
