My votes in the NH House session
of March 11–12, 2026

There used to be a major league pitcher named Bryan Clutterbuck. The adjective that best describes the session days of March 11 and 12 sounds a lot like his name.

What happened was that Republican leadership left something like 200 bills on the calendar that had to be acted on by March 12. They moved on March 5 to suspend the rules to give extra time, but we voted it down.

So they made us pay. They divided the regular calendar into Part 1 and Part 2. Part 1 included the bills that Republican leadership wanted to pass. Part 2 included the bills that they did not want to pass. We took up all the Part 1 bills, but only a handful of Part 2 bills, 119 in all.

Before we could even get started, Majority Leader Jason Osborne moved to limit debate on every motion to only parliamentary inquiries, so that there could not be full debates. Granted, limiting debate was necessary for getting through even just the Part 1 bills, but it also prevented the Democratic opposition from making full floor speeches.

On March 11, session started at 9:00 am, with party caucuses starting at 8:00 am, and we adjourned at 8:30 pm. On March 12, the same starting times, and we finished at 4:30 pm. We had gotten through all the Part 1 bills, and the leadership of both parties agreed that we would trade off considering Part 2 bills until 4:30. (Actually, until 4:00, but there was a medical situation in the House chamber that delayed us by 30 minutes.) I have to say that I was not pleased with some of the Part 2 bills put forth by Democratic leadership. They were purely performative, with no chance of being passed. Meanwhile, there were some Part 2 bills that actually had a chance of passing but were not put forth.

And here’s thing: any bill that had no decision by the House as of the end of the March 12 session is dead. Dozens of bills in Part 2 died without ever having a vote on the House floor. One of them was HB 1432, not a terribly important bill, but one that I had worked on and might have passed on the floor.

We did have some successes. We defeated HB 1704, “right-to-work lite,” which was Indefinitely Postponed. We also got HB 1721 tabled on a motion by Rep. Arnie Davis (R-Berlin). This bill would have repealed the Renewable Portfolio Standard for new solar, wind, biomass, and other sources.

We went through so many bills that I’m just going to list the final motion on each one. They are listed more or less in the order in which we voted on them, but some are out of order. I won’t provide my usual explanations. Bills listed as CACR are proposed constitutional amendments. They need approval from 3/5 of all House members, not just those present, in order to proceed to the Senate (where they again need 3/5 of the Senate, or 15 votes), and then 2/3 approval from the voters in a general election.
